Julia is an experienced value-based care advisor and operator with a proven track record of developing and advancing innovative payment and service solutions for community-based organizations, providers, employers, and regional health plans.
Her track record includes starting new health plan companies, launching and operating Medicare Advantage Special Needs Plans and developing new value-based programs and contracts in Medicaid managed care, including behavioral health care & long-term care services. She was the founding CEO of a cooperative, member-governed health insurance company under the Affordable Care Act. And, most recently ran an innovation lab for large employers and public purchasers of healthcare where she developed and implemented new, value-based primary care models.
Julia has Masters degrees in public health and public policy from the University of California, Berkeley, is a Techstars Boulder startup founder and serves as an advisor to domestic and global health care startups. She lives in Denver and appreciates breakthrough ideas, good food, live music, the outdoors, and trying to make sense of the teenage brain.
